I can confirm this. EG 3.4.2

It also happens to me when i load a file with extension .txt instead of .csv.
Or if I fail to put something in "Starts at 0..."

I have also experienced this when asking for MARCXML from the start. Under the same conditions, (.csv file, UTF-8) I can sometimes get MARC21.

It does appear that exporting one record by bibid, then trying MARCXML again with a CSV, works.
