Navbar does not have an accessible name

Found during the accessibility webclient audit.

The expandable menu located within the nav bar does not have an accessible name. When accessed via screen reader, the user will hear "menu collapsed" (or expanded depending on the state). Without an accessible name, the user will not know the purpose of the menu.
