When creating a record bucket, Evergreen ignores the Publicly Visible? setting

Bug Description

Tested in 3.1.2

Steps to reproduce:

1) Go to Record Buckets
2) Buckets > New Bucket
3) Give it a name and check the publicly visible box.
4) Go into the database and look up the relevant entry for container.biblio_record_entry_bucket. Note that pub is set to false.
5) Attempt to edit the bucket. Note that the Publicly Visible checkbox is not checked.

Confirming, and also making a note that when creating the bucket the Publicly Visible ticky does not stick. However, if you edit the bucket after it's already created and check Publicly Visible, it does stick. Also seen in item buckets.
