Bug Description
We would like to have a field that we can require staff to enter initials when they enter a patron record or edit a patron record. We would like to be able to require this by library and not by consortium. We are using a patron stat cat for this currently but the field is auto-filled with the last person who edited the account and is not actually required for each additional edit. We would like it to be required for each edit and not auto-filled.
