Error in upgrade script for Parent/Guardian feature

Bug Description

A new feature adding Parent/Guardian functionality was added in bug 1714070. Unfortunately, the upgrade script contains an error in the actor.usr_delete() function definition, updating the "guardian" field more than once.

Branch on the way.

Reassigning to apply only towards 3.3 target. This is not a live new feature (yet). I recommend we fix the upgrade script from the original bug instead.

Pushed to master, along with a correction of the schema update script. Thanks, Chris!

Note that from my POV updating the original schema update script was optional given the amount of time that has passed (at least for anybody doing development on master in long-standing test databases.)
