Baskets: Items in certain statuses don't appear in basket

Bug Description
In 3.2.2 web staff client:
Items that aren't visible in the OPAC but visible in the staff client don't seem to be able to be added to baskets. For example, if an item is marked Damaged, I can see it in the client and check the box to add it to the basket, and the number of items in the basket is incremented, but then when I go to view the basket, it doesn't appear.
Since staff wish to be able to use the "Add Basket to Bucket" action, they should be able to add these selected items to baskets/buckets in order to do cleanup tasks.

Items that are visible in the OPAC, but not holdable, are also not viewable basket in either the staff client or OPAC. Both staff and patrons would want to be able to use the print and email functions for these titles
