When creating a copy tag 'on the fly' in the copy editor, the user should be able to enter both a label and a value for the copy tag, as they would when creating a copy tag in the copy tag administration interface.
Currently, when the user creates a new copy tag in the copy editor, there is no opportunity to enter a value for the copy tag. Instead, the value defaults to the copy tag label.
