Bug Description
When creating an item tag 'on the fly' in the holdings editor, the user should be able to enter both a label and a value for the item tag, as they would when creating an item tag in the item tag administration interface.
Currently, when the user creates a new item tag in the holdings editor, there is no opportunity to enter a value for the item tag. Instead, the value defaults to the item tag label.
