Wishlist: allow individual staff users to customize the links on the main splash page

Bug Description

Not every staff user uses the same tools in Evergreen. Since the Web client does not have the customizable toolbars that the XUL client had, there is no longer any way to create one-click shortcuts to the most frequently used tools.

In our case, it might be really helpful for our cataloger to have a link to the z39.50 interface on the home screen, while our acquisitions person might prefer some acq tools to be there.

Although I don't disagree with the suggestion, we've been showing people how to use the browser toolbars to store their favorite links / sets of links, and that's served the purpose pretty well.

I would also like to have an option of adding customized link that is not tied to a specific workstation/browser.

We are currently learning to work with a web client, and we really miss link to some functions that used to be in home page in XUL client or in toolbar (Z39.50 interface or retrieving last patron is definitely one of them).

We are using bookmarks toolbar in the browser instead, but most our librarian would prefer having some link at least on the home screen. One (but not the only) reason is, that some people use more workstations or devices and it is not very comfortable to create the "Evergreen bookmark tool" for each of them.
I have decided to customize the staff client interface template for us (adding add required links to Open-ILS/src/templates/staff/t_splash.tt2) - however, changing interface is not the ideal solution and it only solves the cases when links are used by all (or most) library staff.

Bug 1938835 is related, although it's about adding the ability to customize the staff portal page per library, not per user.
