wishlist: customizable staff homepage

This work is being funded by Pioneer Library System and performed by Equinox.

When logged in to the Evergreen Staff Client, the user is shown a page with a set of shortcuts. This work will create a new Local Administration interface that will allow the staff homepage to be easily customized by an administrator. Changes to the homepage will be controlled by a new permission. In addition, the homepage contents will be represented by a new database table.

This work is being performed for the Angular version of this page only (/eg2/en-US/staff/splash) and any navigation will redirect from the AngularJS page to the Angular page.

This is related to, but not precisely the same as, bug 1720361 and bug 1777723.
