This is Evergreen 3.0.7. Sorry I forgot to specify that.

Note that this only happens in the browser that is signed into the staff client (which is Chrome). If we use a different browser (e.g., Seamonkey) that is NOT signed into the staff client, the "Digital Bookplate" search option does show up in the PAC.

Also, new information: this doesn't happen on every workstation.
