The setting should be observed, and if it's not after allowing the action then that's a bug. But the confirmation screen is about what the user actually requested, which is the deletion of a copy. The deletion of the volume when the last copy is removed is something that happens after the copy has been deleted, and that was neither explicitly requested, nor has it occurred when the dialog is shown to the user. The dialog is reporting what was explicitly requested by the user so that the user can be sure they didn't mistakenly attempt to delete more (or less) than they intended. I don't think this dialog, by itself, is a bug.
