Can't remove a copy tag from an item

Bug Description
Testing on our local server, Evergreen version 3-0-3.
I created a copy tag for the Ridgefield library, Tag name FOL. Successfully add the tag to an item and displayed it in OPAC and could find it with the Digital Bookplate search. When I tried to remove the tag from the item, it disappeared from the list of attached tags while editing; after saving and exiting from the item, I looked at the OPAC view (refreshed) but the tag remained visible with the item. Opened the copy editor again, clicked on Copy Tag button and the tag was listed again, next to the Remove button.
I tested in Firefox and Chrome with the same results.
We are set up with permissions to create copy tag types and copy tags. Is there another permission we're missing to allow removing tags?

This should be addressed by the fix for bug 1737052 that went in to 3.0.3 -- marking this as a duplicate of that bug.
