Permissions typo prevents normal use of copy tags

Bug Description

Eg 3.0(.2)

The copy tags permissions upgrade scripts and seed data references the ADMIN_COPY_TAG permission, while fm_IDL.xml has ADMIN_COPY_TAGS which is no good. A realignment is immanent.
