Comment 26 for bug 1736419

With one more change on this branch, and the fixes supplied for bug 1730758, I am getting the expected results for both public and staff, and for either enabled value of opac.located_uri.act_as_copy. I believe this is ready now, and you can see the results at https://dev-test2.esilibrary.com which has the Tolkien records, one of which has had its LURI moved to BR4. The global flag is currently disabled.
