Bug Description

An idea: A set of new OUS types (something like ui.splash.custom_link.[1-9]) collected in a 4th column on the web client splash page (inserted first in line so it's at the top on a phone) that allows custom links to whatever the consortium/system/branch likes. (Think local lib site, intranet, program calendar, etc.) With OUS a value set at a higher level can be overridden with a more specific setting so custom link 1 could be a link to local documentation on how to use / format custom links at the consortium level and can then be replaced later. Format should be something reasonable like "link text|https://link.url" so the link text can be specified at the same time. If there are no custom links at a location this link group wouldn't be displayed at all.

I know it's much easier to make changes to templates with the web client than it was in the XUL client but this would allow staff with no access to the server some degree of local customization.

Having a plain text field that could include brief reminders or alerts for staff could be useful, too.
