Provide a way for patrons to see and update hold notification preferences while logged into the opac

Bug Description

When a patron views their holds in the opac, they cannot see or edit their per hold notification methods. Allowing patrons to view and change per hold notifications will avoid confusion and missed notifications when the data in the patron record or the patron's notification preferences are changed.

Currently, if a patron updates their own notification preferences, there's nothing to indicate to them that those preferences don't apply to existing holds.

Terran, yes, it is resolved in the TPAC, Patrons can see and update their notification preferences hold by hold for open holds.

However, the functionality didn't make it into the Bootstrap OPAC. In Bootstrap, patrons can neither see nor change their hold by hold notification methods.

Should the lack of this functionality in the Bootstrap OPAC be moved to a different bug?

Oh, good catch, I didn't realize that wasn't in the Bootstrap OPAC. I'd probably do a new bug for clarity.
