Remove scripts, generate_fines.srfsh, hold_copy_targeter.srfsh

When looking at bug 1693851 I noticed that neither generate_fines.srfsh or hold_copy_targeter.srfsh are included in Open-ILS/src/Makefile.am to be installed. It looks like for both of them there are newer alternatives to both scripts.

It looks like fine_generator.pl is the replacement for generate_fines.srfsh. I didn't find any mention of generate_fines.srfsh in any commit comments or files in the evergreen git repo. A google search for that filename was pretty sparse also.

hold_copy_targeter.srfsh was replaced with hold_targeter.pl and also more recently by the new hold_targeter_v2.pl. I couldn't find hold_copy_targeter.srfsh mentioned in any commits or files in the EG repo, or in any recent google results.

So can we get rid of them? With a proper release notes entry of course.
