Comment 27 for bug 1699838

Initial looking seems to indicate preferred pickup library has been honored since before the most recent change. Sorry for any confusion added by the way I described the options. I believe the setting, if it is restoring lost behavior, should be exactly as Jason describes:

"patron preferred ou should always be used if set, then the setting can control whether patron home ou or staff work ou is used in the absence of patron preferred ou"

Is this right?
