I wouldn't say it never works. It works for the patron when they are placing holds through the public catalog.

A consortium that does not want their libraries to choose option 1 can configure the setting at the consortium level and not give their libraries permission to change that setting. However, we do have consortia that want this setting to default to the staff workstation for staff-placed holds for the reasons described in comments 5, 6 and 7. I don't see why the software should restrict those Evergreen sites from making that choice.
