To test:
Build some XUL Client templates on at least 2 accounts before loading the copy editor.
Load either the Copy Editor or Template Editor.
Verify that the XUL Templates that you created before are 1, present, and 2, in alpha order.
Switch to another user wih XUL templates, verify that only their templates appear, not the initial set or a combination of the two.
Add, edit, delete templates in both clients, see that they neither interfere or transfer further between them (unless you delete the actor.usr_settings webstaff entry for the user.)
