Bug Description
This suggestion came up during the EG17 conference session on popularity badges.
In bug 1613730, we added a popularity parameter for copy counts. However, what we discovered was that there are a lot of reasons a title may have many copies attached to it. Serials are one example of records that scored high for this parameter. While serials can be excluded from a badge, there are other multi-volume works that also scored highly.
We also discovered that there are many titles out there that scored highly because of a one-time book discussion group or town-wide book read where one library still owned many, many copies of a work, even though it wasn't widely held by other libraries.
What might be more useful is a parameter that looks at the number of OUs that own a title. If it's a widely held title, as opposed to a high volume title, it might be a better indicator of a title that is popular.
