Report able to show bibs where the last copy was deleted "cancels"

We would like a way to use the Evergreen staff client to generate a report of bibliographic ID's where a branch or a group of branches had copies attached but no longer have copies attached. This would need to look at the deleted flag. The use case: sending a list of "Cancels" to a vendor to keep the external holding database in sync.

I created a signoff branch with an addition of the Owning Library since PINES library reports are all based on that rather than the circulation library:
