Comment 4 for bug 1562061

This fix removes the pop up that prevents a Long Overdue item from being marked Lost. It then voids or zeroes the Long Overdue billing when the Lost bill is applied. It does not address processing fees, however. If anyone feels that's an issue, I can take another look.
