Comment 12 for bug 1560805

I was able to confirm the issues that Linda and Ben saw with this branch, but for me, these issues were caused by a minified version of the applyLocale() function living on in js/ui/default/staff/build/js/core.bundle.js

After deleting the offending file, running `npm run build prod`, and copying into place, the locale picker works much better.

In a fresh install of Bill's branch, the locale picker also works well.
