Comment 17 for bug 1552778

Has this been tested on 3.1? I tried backporting it locally and it looks like Galen's branch alone is insufficient -- the time picker doesn't show up. I wonder if it depends on the fix for bug 1766716, which makes some changes to the date/time picker; that fix is only in 3.2+.
