Bug Description
We have not updated the MARC tool tips in quite some time.
A few RDA tags were added manually, but there was a process for automatically updating the tool tips . However, that process is broken because of changes at the LoC web site.
I intend to update that process so it works again and then to update the tool tips for the 2.9 release.

I have removed the 2.9-rc target because I don't think this is going to happen by the 2.9.0 release. I think I'll be too busy.
We should plan to update the marc tool tips by the 2.next release (2.10? 3.0?). If people have methods of updating the localized versions, pleas share them on this bug. It would be good for us to have any code included in Evergreen and documented some where.
