Tested Jason's branch on Fedora 20, reviewed and signed off, pushed to master.

Reviewing some discussion in bug 1066226, there was debate about installing prerequisites needed only for tests. If at some point in the future we want to break test-only prerequisites into a distinct target, we can do that. For now, they're included in the "normal" prerequisite targets.
