ACQ: Failsafe needed to prevent loading the same lineitems to the same PO multiple times

Bug Description
When uploading a vendor order file, impatient librarians have been known to click on the Upload button multiple times if the system is slow. The result is the same items being loaded multiples times to the same purchase order, creating duplicate (or more!) lineitems. This can be complicated and time-consuming to clean up.
The same can happen if a librarian unwittingly loads the same file on a different day, using the same selection list name.
While this is largely a training issue to cut down on operator error, it would be helpful if Evergreen could display an alert message before creating the duplicates, allowing the librarian to back away and avoid creating the mess.
We've experienced this since 2.0. We are currently on 2.4/Master.

We have found that once a PO has loaded and you are still on the upload screen, if the Upload button is clicked again for some reason, a duplicate PO is created. If you click the Upload button five times, you will get five more POs identical to the original. There is no indication to the user that these duplicates are being created. (Observed in 2.6.2)
