Bug Description
Patrons may prefer getting email/SMS notifications in their own language.
-When registering a patron, allow setting a "preferred language" for that patron.
-Should be able to easily edit messages for each language in the staff client.
-If there's no relevant message defined for patron's preferred language, default to English.
This is important for countries with more than one official language. Would also be useful for places near country borders, or university towns.

We did something like this years ago via a combination of editing the default template, the use of patron statistical categories for language preference, with a fallback to the language preference at the actor.org_unit level. Happy to share what we've done, but I don't think it's very generalizable for inclusion in core.
