email language preference

We would like to have the option to send emails to patrons in their primary language. If a patron has items overdue and their primary language is not English the email would go to the patron in their primary language. Currently all emails go out in English.

The notices would need to be translated into various languages but to send it to the patron in the correct language the trigger would need to consider the primary language.
