RPC::XML::Function is dead

Bug Description

We've had a few go-arounds at getting RPC::XML::Function installed on various new distributions.

The joke is on us, as RPC::XML upstream rolled that module into RPC::XML::Procedure back in their 0.75 release -- from the Changelog for 0.75 back in August 2011 (http://cpansearch.perl.org/src/RJRAY/RPC-XML-0.76/ChangeLog):

 * MANIFEST
 * lib/RPC/XML/Function.pm (deleted)
 * lib/RPC/XML/Method.pm (deleted)
 * lib/RPC/XML/Procedure.pm
 Roll Method.pm and Function.pm into Procedure.pm. Remove
 Method.pm and Function.pm from distro.

So... clearly we need to adapt our own code to use RPC::XML::Procedure.
