Jason,
I know at least internally, we have had it happen on staff who are not switching users so I know that at least in all instances it does not happen when changing users but I do not know enough to say that it may not be a component. Again, this is in 2.2.0 so I'm not sure if other work may have fixed this issue in later versions.
