To make a long story short.

I've pushed up a change to do epicsEventWaitWithTimeout()

I'd like to see the result of running epicsEventTest with this change on vxWorks and/or RTEMS 4.x before spending further time on this issue.

I'm also uncertain if the windows version can be made to meet spec.
