Wasn't thinking about this, sorry. That said, I don't think backporting is necessary for all. As an example, at present I think that osiLocalAddr() is only ever called from a single thread (repeater's timer queue).

To me, timerQueueActive.patch, epicsSingletonMutex.patch, and freeListItemsAvail.patch should be applied to 3.14.
