Think we can take the view that this is deliberate, as there is a comment in the example config file:

 # Syntax:
 # * Comments will be ignored provided the hash is in the *first* column
 # * Config items that are expecting lists look for trailing commas or
 # new lines. If there is only a single element ensure there is a
 # trailing comma

None of the potential fixes for this seem especially pleasant.
