I don't think most people are intimidated by the number of people who are in #ubuntu. They are intimidated by the number of people talking in the channel. The large number of active participants makes it difficult to keep up with a conversation and to get questions asked/answered. Lurkers do not contribute to this problem, and I see no reason to kick them out. As for the bot idea, have you tried using MetaBot?
