I am seeing a similar issue on Raring Ringtail after following all the instructions on the PPA site. Here is my log output:

Install dictionaries-common for emacs-snapshot
install/dictionaries-common: Skipping byte-compilation for emacs-snapshot
Install emacsen-common for emacs-snapshot
emacsen-common: Handling install of emacsen flavor emacs-snapshot
Cannot open load file: no such file or directory, bytecomp
