Im setting this to priority medium and severity medium, as this is annoying to the enduser and the disussion seems to lead nowhere.
we learned for years, that "su -" was the way to go for starting programs as another user. now (YEARS ago) someone (maybe even a group) changes that behaviour and breaks alot of other programs and the outcome is some academic parlay.

asked frankly:
*) will there be a solution?
*) from whom?
*) when?

if there will be no solution, we could take actions against that (by modifying software not to use XDG_RUNTIME_DIR, which would be wrong in my opinion, but if this is the only solution: go for it.

all we need is a decision.
