I understand the issue a lot better now.

I wonder if there is a more immediate issue here with regard to Ubuntu packaging. On Jaunty (netbook remix) Ekiga comes 'out-of-the-box' with all codecs pre-selected which is not a working configuration.

This may also be a nice config mod to be nominated for Karmic Koala.
