Adam, thanks for your feedback. Unfortunately, I can't reproduce the issue. The circle from foo.eps is properly converted to SVG. It's a little bit cropped at the right and bottom borders, though.
Please check if PostScript support is enabled in your dvisvgm binary (see the FAQ page how to verify that). If not, you should ask the Ubuntu package maintainer to provide a binary with libgs linked to dvisvgm.
