The filesystem being used here is, no surprise, ext3. I really don't think this is a particular filesystem problem.
I'm currently testing dpkg's --force-unsafe-io. I expect it will speed things up, yes. But what if it does? Will Ubuntu actually use it in it's package managers given that it's unsafe across power outages? If not, there's really no point in even testing it, right?
