Docky should not unhide when it will not be clickable anyway.

Bug Description
In Gtk, large menus, comboboxes and the like extend to the top and bottom of the screen. When you move your mouse down to the bottom of the screen to scroll the menu/combobox, docky unhides. If you click, the menu/combobox will capture the click, not docky. This is confusing and annoying. Docky should only unhide when you can click on it.
I've attached a video of a bug occurring.
