Please always attach a full log if you can; the real error can be a long way before the resulting failure.
Also it matters what elements and distribution you're building.
The /dev, /sys etc mounts are expected as they are created inside the chroot. But, as noted, we may not clean them up quite correctly.
I'm not sure why you wouldn't have a "/boot" ... it's the type of thing that might have failed earlier in the build; and we have assumptions it is there that get invalidated. I can't really tell what lead up to this issue occuring
