Stanley Poh, this is unreproducible in Xubuntu 32-bit:

cd ~/Desktop && wget https://bugs.launchpad.net/ubuntu/+source/libreoffice/+bug/823155/+attachment/3131862/+files/example.odp && loimpress --nologo example.odp

Under Tasks click Slide Transition -> Sound drop down choose Apert -> Slide Show and sound plays as expected.
