Actually this issue seems to be related to grenade. When executing ``grenade/projects/50_neutron/upgrade.sh``, this script is calling ``install_neutron`` method. But the rootwrap files are copied during the ``configure_neutron`` step (that is done after the installation step).

Same as other configuration files (dhcp_agent.ini, metadata_agent.ini, etc), the grenade upgrade step should manually handle the rootwrap files.
