Since ~14hours ago CI checks are passing again. I still haven't identified the core of this issue but possibly it's not related to Cinder/Nova but the test environment. This might point at DevStack/Tempest. I'm running more tests on older changes but with current test env in order to verify. Will report here afterwards...
