I doubt that https://review.openstack.org/#/c/454426/ is the cause since all that should do is avoid a nasty stacktrace in the scheduler logs on startup when the host isn't mapped to a cell yet, especially if the compute doesn't have any instances on it yet (brand new install / new host).
