One theory was that the default ubuntu mpm event settings to only allow 150 connections at a time were being hit. I have since gotten a patch into devstack that allows for up to 1024 connections and this issue persists. I think we may want to consider bumping log levels in apache (at least temporarily or in a throw away change) and work with the clients to get more specific information on what is failing.
