At <https://myapps.developer.ubuntu.com/dev/apps/new/?step=about&cap=about>, "I will upload my app later" is a checkbox that is presented after the "Your application:" upload field. This is too late.

One way of fixing this would be to make it a pair of radio buttons:

(*) I'll upload my application now: [_____________] ( Choose File... )
( ) I'll upload my application later
